Details

Peckham Road Corporation successfully completed a $5.7M rehabilitation project on the Taconic State Parkway in southern Dutchess County, NY. This 2025 NAPA Quality in Construction Award-winning project expanded PRC’s footprint into a traditionally unionized and highly competitive market while setting a new performance benchmark on one of the region’s most challenging corridors. Through proactive collaboration, strategic scope expansion, and exceptional field execution, the team delivered industry-leading quality results while significantly increasing plant production.

Originally scoped as a 1.5” mill and fill, field evaluations revealed substantial drainage deficiencies, with more than 80% of structures requiring repair or reconstruction—far exceeding the anticipated 25%. PRC quickly boosted workforce capacity to address the expanded drainage scope while maintaining schedule and supporting tonnage demands for the Pleasant Valley plant.

Ongoing coordination with NYSDOT led to a major scope revision, upgrading the project to a 3” mill with a 1” shim and 2” top course. This change effectively doubled projected tonnage and daily production targets. Given the Taconic’s narrow lanes, tight curves, heavy traffic volumes, and strict quality standards, PRC also implemented a Material Transfer Vehicle (MTV) to improve material consistency and temperature control, positioning our company at the forefront of quality-focused paving operations in the state.

Provide SMA for CTDOT Project 0056-0316 Pavement Rehabilitation on I-95 in the Town of Greenwich and City of Stamford; between Exit 2 and Exit 6

Client

Waters Construction for Connecticut Department of Transportation

Details

Peckham Industries is proud to supply the first-ever Stone Matrix Asphalt (SMA) mix in Connecticut, providing the materials for a landmark I-95 rehabilitation project in Fairfield County. Partnering with Waters Construction and the Connecticut Department of Transportation (CTDOT), Peckham is delivering the SMA that will set a new standard for durability and performance on one of the state’s busiest highways.

The project involves milling and resurfacing with a Binder Rich Interlayer Course (BRIC) topped by SMA. Additional work includes bridge rehabilitation, drainage upgrades, and traffic system improvements. Peckham’s role is to provide the high-quality asphalt mix designed for strength, safety, and longevity at the heart of this milestone project. By supplying SMA for I-95, Peckham is bringing this proven technology to Connecticut for the very first time. In Connecticut, where the climate is characterized by cold winters, potential freeze-thaw cycles, and varying precipitation, Stone Matrix Asphalt (SMA) offers several advantages tailored to these conditions:

1. Freeze-Thaw Resistance: SMA’s dense composition and high asphalt binder content help resist the effects of freeze-thaw cycles. This reduces the likelihood of cracking and pothole formation, which are common issues in regions with cold winters.

2. Cold Weather Performance: The flexibility provided by the higher binder content in SMA mixes allows the pavement to better accommodate temperature fluctuations without cracking, which is particularly important in Connecticut’s fluctuating temperatures.

3. Moisture Resistance: Connecticut experiences a significant amount of precipitation, and SMA’s dense structure minimizes water infiltration, reducing the risk of moisture-related damage such as stripping and weakening of the pavement structure.

4. Snow and Ice Management: The texture of SMA can improve traction during snowy or icy conditions, enhancing safety. Additionally, the surface allows for more efficient snowplow operations.

5. Durability in High Traffic Areas: In urban and suburban areas of Connecticut with high traffic volumes, SMA’s resistance to rutting and deformation ensures a longer-lasting pavement structure, reducing the need for frequent maintenance and repairs.

6. Adaptation to Local Aggregates: SMA can be designed using locally sourced aggregates, which can be beneficial for projects in Connecticut, both in terms of cost-effectiveness and environmental impact.

SMA is an excellent choice for ensuring long-lasting, resilient pavement in Connecticut’s challenging climate. Its durability, moisture resistance, and performance under freeze-thaw conditions make it well-suited for the region’s roads and highways. For Connecticut drivers, SMA delivers smoother, safer and longer-lasting roads.

Supplying SMA for I-95 is more than just a milestone—it’s part of Peckham’s ongoing commitment to building better roads, supporting local communities, and leading with innovation.

Putting in numerous new culverts, a new bridge, and restoring 22 miles of roadway

Client

NYS OGS

Details

Newcomb, NY, was one town that was left with devastation from a very heavy rainstorm on July 7, 2023. Houses were flooded, roadways were destroyed, and bridges and culverts were washed out. SUNY College of Environmental Science and Forestry (SUNY ESF) has academic buildings on both sides of a river that feeds from Lilypad Pond down to Rich Lake. The bridge on Arbutus Road that transported people from one side to the other was swept away by the massive amount of flooding due to beaver dams washing out. This left approximately 25-30 people and 15-20 cars stranded on the other side. Once the storms subsided, an emergency contract was made for the restoration of the destroyed grounds. Peckham Road Corp. (PRC) responded immediately and within 36 hours had people and equipment on-site restoring roadways, culverts and assessing the lost bridge. By the end of that week, Peckham Road Corp. was able to restore access to the academic building where the cars were stranded and successfully retrieved all vehicles. New York State Office of General Services (NYS OGS) and SUNY ESF were grateful for the level of focus, communication, determination, and innovation PRC was able to provide in such a short time frame to restore their roadway and retrieve the stranded vehicles. NYS OGS increased PRC’s contract to restore the rest of the 22 miles of roadway on campus that was destroyed by the heavy storms. This project is a great example of how much loyalty and humility lives within the PRC family. Peckham family companies are committed to serving communities’ interests.

Situated alongside the Merrimack River in Lawrence, MA, the campus is reinvigorating a historic area once home to iconic mill manufacturers with new commercial, office, and residential properties. This unique project consists of an elevated sports field atop a three-story parking garage.

The challenge of this project was the complex planning of its programming and coordination with the adjacent new commercial building and remodeling of the existing mill building into residential. The commercial building is a mix of retail, restaurant, event space, and corporate office programming with floor levels that directly connect to the adjacent sports field and parking garage.

Intended to be a gathering point for the community, the new 1,250-space parking structure, athletic field, and commercial building incorporate a broad mix of uses to activate the center of the campus. The design team worked closely with the client to optimize the functionality of each space to streamline circulation and servicing.

Dailey Precast showed determination and drive in getting this mixed-use garage completed with high-quality outcomes. Through exemplifying ownership and care, this innovative project became a huge success for Dailey Precast and the local community. This is possible through having a team of masters of the craft who have a demonstrated history of being the trusted partner that customers need when they have a challenge to overcome or a goal to reach.

Client

City of Yonkers

Details

Peckham Materials Corp. partnered with the City of Yonkers to pave a portion of Kimball Avenue between Yonkers Avenue to Hildreth Place in Yonkers, NY with a hot mix asphalt (HMA) mix design consisting of 40% Recycled Asphalt Pavement (RAP)- a percentage that is unique to this area. Using 40% RAP is double the usual percentage of RAP currently used in typical paving projects. This innovative material was produced at Peckham Materials Corp’s Bronx, NY hot mix asphalt plant and created using Cargill rejuvenator products. This hot mix asphalt product has undergone performance testing and monitoring by Peckham and the NYSDOT and will be analyzed for its resistance to rutting and cracking before being used in future projects within the city and around New York State.

Rejuvenator products live up to their name by chemically rejuvenating the existing asphalt contained in the RAP (therefore, allowing it to be reused) and improves the performance of the mix, all of which provides an economic benefit in asphalt paving. During the paving process, this mix was easier to handle for the paving crew members and behaved similarly to traditional virgin mixes, thus speeding up the project’s process and increasing efficiency.

This proactive work is a small portion of Peckham Industries’ initiative and responsibility to create a more sustainable environment for our current and future generations. Asphalt is America’s most recycled product, according to the National Asphalt Pavement Association. For each ton of recycled hot mix, 1 ton of stone does not have to be mined and 13 gallons of asphalt does not have to be produced. Because of this, increasing the percentage of RAP in hot mix asphalt mix designs has significant environmental and financial benefits. Peckham Industries is a proponent of recycling asphalt whenever and wherever possible in its road and highway paving activities. Re-using existing materials is environmentally conscious as trucking costs, fuel use, and the use of new materials are greatly reduced. Thus, this also reduces overall costs associated with the entire road construction process. This project was a representation of Peckham’s dedication to serve its communities with integrity, combined with a loyalty to the environment.

The Peckham team is excited to be a part of this project and looks forward to working with the NYS Dept. of Transportation and other agencies in developing future Hot Mix Asphalt standards using higher RAP percentages.
